No, New York is ready to go there and has been for a while. California, clearly, is not, however, there is less Mormon money in New York politics.
The issue with New York is that Malcolm Smith cannot control his conference.
The Assembly wants to do this.
The Governor (who is wrong on almost everything) wants to do this.
The Senate Majority leader cannot make it work. Just like he could get the budget passed on time, and just like the Senate is going to return to Republican control in another twenty months because he is a REALLY AWFUL LEADER!
A new poll seems to support your point:

If one assumes that even a third of the "civil union" crowd would break for marriage our state is indeed ready.
If it passes in New Hampshire the Legislature might feel some pressure to take it up despite Smith's promise to keep it off the table.
We should check with our connections in the "gay mafia" to see if they are being asked to call the "Gang of Three" again.
